The Heavy Vehicle National Law should be amended to deliver more consistent roadworthiness assessments and defect notices. The NHVR should also be able to review and overturn defect notices that are not consistent with the National Heavy Vehicle Inspection Manual.

The ATA made the recommendation in its submission to the NTC on chapter 11 of the HVNL review RIS. The chapter deals with roadworthiness issues.

The ATA made a series of submissions to the NTC in response to the HVNL review RIS. The other submissions are:

• Safer vehicle design (chapter 10).
